Job description
Organizational context: The expert will join a Panel reporting to the Sanctions Committee and the Security Council, under the overall guidance of the Department of Political and Peacebuilding Affairs. The Panel, composed of five experts, implements the sanctions regime concerning Al-Shabaab, with its mandate determined by the Security Council. The role is home-based with travel requirements.
Job purpose: This role serves as an expert on the Panel of Experts, contributing to the monitoring and investigation of sanctions measures related to peace and security in Africa, specifically concerning armed groups and the listed entity Al-Shabaab. The expert will analyze political developments, report on violations, and develop recommendations for improved sanctions implementation. The position involves participating in investigative missions, consultations, and preparing detailed reports and briefings for the Al-Shabaab Sanctions Committee and the Security Council. The expert will also assist in identifying capacity-building needs for states and ensure due process for all parties involved in investigations, adhering to rigorous standards and methodologies.
Responsibilities: Key responsibilities include monitoring sanctions measures and investigating alleged violations, particularly concerning armed groups like Al-Shabaab. The expert will analyze relevant political developments, contribute to reporting on sanctions violations to the Al-Shabaab Sanctions Committee and the Security Council, and prepare recommendations for enhancing sanctions implementation. This involves compiling information on potential violators, including those involved in the charcoal ban, and delivering briefings on the sanctions regime. The role also entails assisting in identifying areas for strengthening state capacities, participating in investigative missions and consultations, collating and assessing information, and classifying/archiving investigation materials. The expert will also contribute to the Panel's work plan and submit an end-of-assignment report.
Education: An advanced university degree (Master's or equivalent) in a relevant field such as military science, political science, international relations, law, or journalism is required. A first-level university degree with two additional years of qualifying experience may be accepted. Fluency in English is essential. Knowledge of Arabic or Somali/local dialects is advantageous.
Work experience: A minimum of ten years of progressively responsible experience in a relevant field, including at least three years of field experience, is required. Significant field experience in post-conflict or transitional situations, strong field research or investigative experience, and experience in writing high-quality reports are essential. Proven interpersonal skills in complex environments and a demonstrated understanding of sanctions regimes are highly desirable.
